Back in 2005, the Bar Association of San Francisco, in a letter asked Congress to “take special consideration of the views of those practicing before the Ninth Circuit” saying that the court is
working well, and is meeting the needs of the communities that it serves. Splitting the circuit would be unnecessary, costly and unjustified.
